okay so one of my characters is a ghoul- and to be a ghoul- they need to be able to grow extra limbs that can retract into their skin. Would this be considered a mutation? Or could i say it would be similar to a half-done transformation?

Not staff, but if you wanted to go the route of having the mutations be stuff like turtle shell with appendages and extra appendages be the mutation of a spider with a lot of really long thick fur to hide the "turtle" holes and be soft and stuff, then I could see that working?

As of right now, that would not fit underneath anything. You could go with Tikki's suggestion OR make the illusion of this through mental manipulation / flame appendages! I personally suggest using intangibility, as in the description within this guide [url=https://beastsofbeyond.com/index.php?topic=4757.0] it says you can create ethereal appendages.
